Proponents argue this positions Texas as a global leader in blockchain innovation and fiscal sovereignty.
The reserve would initially allocate 1% of state funds to Bitcoin, with provisions to increase exposure based on performance metrics. This comes as institutional Bitcoin holdings surpass 15% of circulating supply globally. Critics warn about volatility risks, but supporters highlight Bitcoin’s 400% annualized returns compared to 5% for traditional reserves.
Energy analysts note the plan synergizes with Texas’ deregulated power grid, allowing the state to monetize excess renewable energy through Bitcoin mining. The legislation includes environmental safeguards requiring 75% green energy usage for mining operations powering the reserve.
